Born in Boston, Massachusetts on June 24, 1918, she was the daughter of the late Robert G. and Annie (Ahern) Hannah. She was raised in Jamaica Plain and graduated from the Jamaica Plain High School with the Class of 1936. After graduation, Eileen took a secretarial position with Sears on Boylston Street in Boston.

She married her husband, Raymond L. D'Arcy, on September 11, 1943 and together they made their home in Jamaica Plain. As their family began to grow with the welcoming of their children, Eileen took on the role of a homemaker, raising and caring for her young family. In 1955, Eileen and Ray settled in Norwood, Massachusetts. After the unexpected passing of Ray, Eileen returned to the working world in the early 1970s, taking a cashier position at the Norwood Hospital. She retired in the early 1990s after two decades of dedicated service to the hospital.

After her retirement, Eileen sold her home in Norwood and settled in with her son in his home in Walpole. As a devout Catholic, she became a member of Blessed Sacrament Church in Walpole, where she attended Mass daily. After Mass, she along with her friends from the church would meet for coffee at Country Kitchen in Walpole. As she grew older, Eileen took an interest in knitting and always loved a game of bingo.
